A         ASSOCIATION COUNCIL MEETINGS.

 

Al       All previous by-laws of the G.S.I shall be replaced from the date of approval of these by-laws  by the Council of the said Association.

 

A2       Unless otherwise specified the Association Council shall meet at least once every two (2) months.  Dates, times and venues to be decided at the AGM each year.

 

A3       The minutes of the Association Council meetings are to be circulated to all Council members no later than three (3) weeks prior to the next Council meeting.

 

A4       No further business shall be entered upon at an Association Council meeting after 9:45pm.  Any extension requested is at the discretion of the Chairperson.

 

A5       Available agenda to be circulated to all Council members at least one (1) weeks prior to the next Council meeting, except as in by-law A11.

 

A6       All persons at Council meetings shall sign the attendance book showing Club and position in the Association Council.

 

A7       Members of any Sub-Committee have no voting rights at any Council meetings, as a Sub-Committee member

 

A8       Only Council members listed in the Associations Constitution have voting rights at Council meetings.

 

A9       All Council members must be registered members of a club affiliated with the Association.

 

A10     A registered member of an affiliated Club may hold more than one (l) position on the Association Council but may have only one (l) vote.

 

A11     Club and Association Secretary must receive twenty-one (21) days written notice of all motions dealing with the Association by-laws and Constitution.  Association Secretary will be responsible for informing Council members other than the Delegates.

 

A12      Association members will comply with current Victorian Working with Children requirements.

 

A13     A Youth Advisor Committee will be set up as an Association sub-committee to liaise with the Association and SVI regarding issues affecting swimmers.

  1. YAC will consist of five or more members aged 18 - 25yrs, from a range of

swimming clubs from across the Gippsland area. Members who turn 25yrs after

they have been appointed will be given the opportunity to continue their involvement

with the Committee, in the coming years, if they so wish and at the discretion of the Executive.

  1. Members will be nominated by the GSI Executive and existing YAC members.
  2. YAC members will receive training and support during and where possible after for their role.
  3. The committee shall meet bi-monthly and table a report at the Association Meeting
  4. YAC members will be given the opportunity, if they so wish, to become involved in GSI activities ie Camp 21, Go Club, Target Squad
  5. The YAC is a year-long program with members being appointed annually by the Executive
  6. The initial primary aim of YAC is
    1. Developing Leadership Skills in young people
    2. Identify and respond to local youth issues
    3. Feedback to Swimming Victoria and Gippsland Swimming Inc

 

A14      YAC  Accountability and Responsibility  

                a. The YAC will be accountable to Swimming Victoria and Gippsland Swimming Inc and

                     will regularly report on its activities (A12d)

b.  A Councillor (Swimming Victoria Sport Development Officer) will be nominated to

     provide a link between Swimming Victoria and the YAC and be able to meet with the

     group throughout the year as required.
