D         PROGRAM & TEAM SELECTION COMMITTEE

D1       The Program and Team Selection committee shall consist of five (5) equal members elected at the Association AGM

D2       A Program Secretary and Team Selection Secretary shall be elected at the AGM.  The Program Secretary and Team Selection Secretary shall act as administrator and chairperson at meetings but shall have no voting rights within the committee.

D3       Any affiliated club shall have no more than one (l) representative on the Program and Team Selection committee.  If insufficient nominations are received this by-law may be over-ruled.

D4       The Program and Team Selection committee shall meet at their discretion in line with Appendix H (5 Step Plan), Representative Team selection dates, or when called to do so by the Association.

D5       All members of the Program and Team Selection committee must be informed of any meeting, its time and place.

D6       Three (3) out of five (5) elected members of the Program and Team Selection committee plus the Association President or Honorary Secretary shall constitute a quorum at any Program and Team Selection committee meeting.

D7       In the absence of the  Program and Team Selection Secretary, the committee shall elect a chairperson to administer their meetings.  Note the chairperson shall have no extra voting powers.

Fixture and Program

D8       Submissions can be made to the Program and Team Selection committee by any affiliated club in District 21, or any Officer of the Association.

D9       The GSI, via the Program and Team Selection committee, shall formulate the type of program and fixture during the current season for the next season, and present it to the Association for approval as per Appendix H, at the AGM of the current season.

D10     All submissions pertaining to the initial development of the GSI swimming program, must be referred to the Program and Team Selection committee for its consideration prior to them submitting it to the Association for approval (refer Appendix H)

D11     The Program and Selection Committee shall decide the number of relay teams each club may submit in local meets as necessary.

D12     The Program and Selection Committee shall determine closing dates, in consultation with the GSI Entries Officer, method of entry and advertise Qualifying Times for events.

 

D13   The Program and Selection Committee shall produce a Fixture and Program for distribution amongst    clubs and Officials.

Selecting Representative Teams

D14   The Program and Selection Committee shall work in line within By Laws E1 – E8 to select

          teams to represent District 21 in competitions where a Representative Team is required        

          (e.g. 7-10 and Inter District).

D15  The Program and Selection Committee shall select Team Captains (male and female),   

         Team Managers (male and female) and Team coaches for representative teams.

D16   Swimmers will be chosen for representative teams based on times as per E4 and process

E5.  The Program and Selection Committee will consider both Long Course and Short Course times for the selection of the 7 –1 0 Country Encouragement Team and Long Course times for the Country Inter District Team.  The final decision is at the discretion of the Committee. 

D17   The period of time from which swimmer’s times will be taken is to be determined by the

         Selection Committee and advertised on the GSI website.
